Introduced in House (01/15/1979) Federal Lobbying Disclosure Act - Declares it is the purpose of this Act to provide for the disclosure to the Congress, the President, and the public of the activities and the utilization of funds by persons who seek to influence the legislative process. Requires specified groups of people to file notices of representation with the Comptroller General. Requires recordkeeping by lobbyists, as to the sources of their income and the expenditure of funds to influence legislation. Requires semiannual reports by lobbyists. Directs the Comptroller General to promulgate such rules, regulations, and forms as are necessary to carry out the provisions of this Act. Provides civil and criminal penalties for the violations of this Act. Repeals the Federal Regulation of Lobbying Act.
