Introduced in House (01/15/1979) Constitutional Amendment - Provides for enactment and repeal of laws by popular vote. Excludes the right to propose constitutional amendments. Requires a petition signed by at least eight percent of the whole number of people in each of at least three-fourths of the States who voted in the most recent election for President to place such an issue on the ballot and a majority vote in each of at least three-fourths of the States to pass it. Declares that no law passed by popular vote shall be subject to the approval of the President or to amendment or repeal, except by another popular vote or by a three-fourths vote of the members of each House of Congress.
