Introduced in House (01/03/1973) Authorizes the Secretary of Health, Education, and Welfare to pay all or part of the costs of the establishment and operation of National Centers for Spinal Cord Injuries for vocational rehabilitation of handicapped individuals who are suffering from spinal cord injuries. Provides that any agency or organization desiring to establish such a Center shall submit a proposal to the Secretary in such manner and containing such information as may be prescribed by the Secretary. States that the Secretary shall give preference to those proposals which: (1) give promise of maximum effectiveness in the organization and operation of the Centers, and (2) give promise of offering the most substantial skill, experience, and capability in providing a broad program of service, research, training and related activities in the field of rehabilitation of persons suffering from spinal cord injuries. Authorizes the appropriation of a total of $70,000,000 for the three-year period ending June 30, 1976 for the purpose of establishing and operating National Centers for Spinal Cord Injuries under this Act.
